Education
of Abused and Neglected Children Recommendation 32: A counselor should be jointly funded to perform assessments and develop education plans, serve as liaison between Children's Receiving Home (CRH) and schools, and provide guidance to the children and CRH staff. |
Human Services Agency will request funding for this position from the Board of Supervisors in 1999-2000 budget and work with County Office of Education to develop alternate funding models. | See report on page 65. |
Recommendation 33:
The Director of the San Mateo County Human Services Agency (HSA) and the San Mateo county Superintendent of Schools should, by June 1999, design analyses of services provided and evaluate results realized for children at CRH. |
HSA will ensure analysis and evaluation of services to be completed by June 1999. Implementation will be delayed until the appointment of a counselor requested in Recommendation 32. | No information provided by HSA to Grand Jury by November 30, 1999, although reports were requested. |
Recommendation 34:
Director of HSA, the San Mateo County Superintendent of Schools, and local middle and high school representatives should meet quarterly to monitor and evaluate the results of efforts to address the education needs of abused and neglected children. |

Recommendation 35:
The Director of HSA and the San Mateo County Superintendent of Schools with a judge should meet to consider the efficacy of court-ordered school attendance for some or all children assigned to the CRH who do not attend school. |
